PROFILE

Frank joined Fulton & Company LLP as Associate Counsel in June, 2010 and practices primarily in commercial finance, bankruptcy and insolvency.

 

In 1990 Frank designed and developed a web-based software program that has been adopted by Canada’s largest financial institution for delivery of insolvency and collection services in Ontario and Western Canada.  Frank is President of the soft-ware corporation known as LRM Technology Group Ltd.  This system is now used by a number of law firms and has dramatically increased the efficiency and profitability of firms using the system and revolutionized their relationship between counsel and their clients.

 

Frank has acted as a Board Member firstly with the University College of the Cariboo and then Thompson Rivers University over the past 8 years.  The focus of Frank’s activities as a Board Member has been to create public private partnerships and innovative financing solutions to allow for the growth of the University, minimizing the use of public funds.  Frank has also played an integral role in creating education opportunities for Aboriginal students in the area of business, trade and commerce.  In that regard Frank has played a significant role in the decision to create a First Nations School of Business at Thompson Rivers University and construction of a $37 million facility to house this school. .

 

Frank is the President and CEO of Quinn Developments Inc. which has developed in excess of 30 multi-residential and commercial projects in the Interior of British Columbia since 1993.  The Company is presently active in several multi-residential and commercial projects.

 

Frank has been married to Cathy for 30 years and has three children, Matt, Caitlin and Lauren.
